Growth in Euro-4, Euro-5 diesel production under 14th Administration

SHANA (Tehran) – The director of coordination and operations oversight at the National Iranian Oil Refining and Distribution Company (NIORDC) announced an increase in Euro-4 and Euro-5 diesel production under the 14th Administration. He said 420 million liters of low-sulfur fuel oil were produced for the first time by the Shazand refinery and distributed among major power plants.

According to NIORDC, Siamak Tavousi outlined measures taken by Iran’s refining industry to improve national fuel quality under the current administration. He said that with the commissioning of the hydrocracker unit at the Abadan Oil Refining Company last December and the start-up of the diesel hydrotreating unit at the Shiraz refinery by late December this year, the share of Euro-4 and Euro-5 diesel in total national diesel production will rise 10 percentage points—from 54 percent in 1402 to 64 percent this year.

Tavousi said the operational launch of the diesel hydrotreating unit at the Shiraz refinery will upgrade all of the refinery’s 4 million liters per day of diesel to Euro-5 quality. He added that with the recommissioning of the RFCC unit at the Imam Khomeini (Shazand) refinery after major repairs in 1404, and with the completion of the Shiraz isomerization project during the current administration, Euro-4 and Euro-5 gasoline production at Iranian refineries reached 40 million liters per day in December. This represents increases of 25 percent and 8 percent compared with December 2023 and December 1403, respectively.

Distribution of Euro-Standard Diesel, Gasoline in Major Cities

Tavousi emphasized that 90 percent of the gasoline produced in the country meets Euro-4 and Euro-5 requirements for aromatics, sulfur and olefins. He noted that, under the Clean Air Act, the distribution of diesel and gasoline in major cities must comply with Euro standards.

He said the Tehran refinery’s fuel quality upgrade project—backed by more than 320 million euros in investment—has reached 79 percent physical progress and is expected to come online in the first half of 1405. Once operational, it will add 1.5 million liters per day to the country’s gasoline output. Additionally, all gasoline produced at the refinery will be upgraded to Euro-5, adding 8 million liters per day to the national Euro-4 and Euro-5 gasoline supply.

Tavousi said 420 million liters of low-sulfur fuel oil (ATR-140), containing 0.5 percent sulfur by weight, were produced for the first time by the Imam Khomeini (Shazand) refinery as a clean fuel. The product was distributed to major power plants under the supervision of the Department of Environment.

He said the collection of these measures demonstrates that improving fuel quality is a top priority for the refining sector under the fourteenth administration, driven by the dedicated, round-the-clock efforts of industry workers.
