Gas saver plan could reshape energy consumption

SHANA (Tehran) – A member of Parliament’s Energy Committee said the full implementation of the gas saver plan could play a key role in reducing energy consumption and creating a market-based energy efficiency system.

Ramezanali Sangdovini said effective energy management has become increasingly important, warning that without tighter control of consumption, more industries could face supply restrictions while pressure on the residential energy network could intensify. He noted that because a significant share of the country’s power plants rely on natural gas, households, manufacturers and industrial facilities must place greater emphasis on energy efficiency.

Sangdovini stressed that gas supply constraints affecting sectors such as steel, petrochemicals and cement have a direct impact on production, employment and exports. He added that lower gas exports also result in lost foreign currency revenues, making energy conservation not only an economic necessity but also a matter of national security.

He identified the Gas Saver Plan as one of the most important tools for reducing consumption. The initiative was developed under Article 46 of the Seventh Development Plan and a Cabinet resolution, with the goal of establishing a market for energy savings.

According to Sangdovini, Gas Saver companies are specialized firms focused on improving energy efficiency. Their activities include replacing outdated equipment, optimizing boiler systems, installing smart control technologies and implementing energy management campaigns to achieve measurable reductions in consumption.

He said the model’s key advantage is that it does not impose a direct financial burden on either the government or consumers. Initial investments are made by the specialized companies, which recover their costs through the sale of energy-saving certificates.

“As a result, energy consumption declines, industries gain access to more stable energy supplies, and the fuel freed up through efficiency measures can be directed toward productive sectors and exports,” Sangdovini said.
