Ten-part incentive package for oil industry investment unveiled

SHANA (Tehran) – A 10-part incentive package for investment and development in Iran’s upstream oil and gas sector was unveiled Tuesday during the Transformation in Investment and Development in Iran’s Upstream Oil and Gas event, attended by Oil Minister Mohsen Paknejad.

The package, aligned with the Leader’s directives to facilitate and expedite upstream oil and gas contracts, aims to meet objectives under the Seventh Development Plan. It seeks to increase crude oil production capacity to 4.8 million barrels per day and natural gas output to 1.340 billion cubic meters per day.

Approved by the Economic Council on April 21, 2025, the package emphasizes enhancing the attractiveness and competitiveness of upstream contracts, boosting production from oil and gas fields, and exceeding projected cumulative production targets outlined in contracts.

At the event, the National Iranian Oil Company presented over 200 investment opportunities to large, medium, and small investors under various contractual frameworks.
