Hamid Bovard said Monday, at a conference on administrative system integrity in the oil industry, that the oil sector is a large and complex organization. “It is natural for large organizations to face challenges and problems, but what matters most is reforming processes,” he said. “Many procedures have remained unchanged for years, and by reforming them, a significant share of corruption can be prevented.”
Referring to his own management experience, Bovard said that in some cases, revising certain procedures produced notable results without opening cases or resorting to costly disciplinary measures. “Through process reform, substantial economic gains were achieved,” he said.
Strengthening the Oil Industry’s Role in Economic Development
Emphasizing the importance of enforcing the law and promoting a culture of compliance, Bovard said officials must be more committed to observing the law than others. “We must first comply ourselves and then expect others to do the same,” he said. He added that multiple oversight bodies, if not properly coordinated, can slow operations, and their specialized inspection capacities should be used effectively.
Bovard said the National Iranian Oil Co. is among the most transparent organizations in the country and has established solid software and financial infrastructures. With continuous reforms, he said, efficiency and transparency can be further enhanced. By improving processes, accelerating project implementation and drawing on past experience, the company can deliver more effective services to the Iranian people and strengthen the oil industry’s role in the country’s economic development.
