ICOFC: From gas field development to key project launches

SHANA (Tehran) – The CEO of the Iranian Central Oil Fields Company (ICOFC) outlined the company’s major achievements in 1403 and announced plans for technical and contractual negotiations to develop 16 gas fields and launch key projects in 1404.

Peyman Imani noted that the company’s accomplishments in the latter half of 1403 coincided with the new administration taking office and the onset of winter. "Our development and production maintenance projects were designed to meet peak winter gas demand and were successfully commissioned," he said.

Key projects included:

- A well in Tang Bijar to supply gas to western Iran and the Ilam refinery.

- A well in Dalan.

- Well No. 85 in Khangiran, with a capacity of 1.5 million cubic meters per day (mcm/d), operational during peak winter.

- A well in Aghar and the development of the new Day field, producing 2.4 mcm/d.

- The Varavi pressure boosting station, increasing output by 2.5 to 3 mcm/d.

Imani added that production from the Khangiran and Gonbadli fields, along with the Shoorijeh D storage project in the East Oil and Gas Company’s operational zone, helped meet winter demand. "Well No. 85 in Khangiran’s sour Mourdour layer outperforms regional wells, averaging 1.5 mcm/d compared to the typical 1 mcm/d," he said. Total production in Khangiran reaches 65 mcm/d, including 16–17 mcm/d of stored gas.

 Private sector investment, ongoing projects

Development projects under Iran’s IPC or EPCF contracts involve private-sector investors approved by the National Iranian Oil Company (NIOC). EPCF projects are underway in western Iran and the Parsian region, including the Varavi station. Agreements with Dehloran Petro-Refining for NGL3100 feedstock are progressing, and the Dehloran gas pressure boosting station (80–85% complete) will launch in 2024 to collect associated gas.

Gas production growth, network stability in 1404

Imani announced Phase 2 development of the Dehloran field, including eight new wells, a crude oil gathering center, and infrastructure expansion. Negotiations with two investors under IPC and EPCF contracts are ongoing, with operations set to begin soon after contractor selection.

The early production plan for the Khar Tang field aims to supply 10 mcm/d to the Fajr Jam refinery. Road construction, wellsite preparation, and a 50-kilometer, 18-inch pipeline are planned for 1404.

The Tous gas field development, 40 kilometers from Khangiran, will initially produce 2 mcm/d in winter 1404, eventually reaching 3 mcm/d, with a target of 5 mcm/d by 1405.

Contract talks for 16 gas fields

Technical and economic negotiations for 16 gas fields—including Arum, Pazan, Gordan, Khar Tang Phase 2, Sefid Zakhour, Sefid Bagoon, Halgan, and Aghar Phase 2—are advancing, with some nearing final approval by NIOC’s board.

 Production maintenance, challenges

The Shanoul gas pressure boosting station, vital for compensating pressure drops and supplying downstream refineries, will be the first 1404 contract awarded. Two other projects (80–85% complete) will launch in mid-1404:

- The Tabnak separation center (35–36 mcm/d) to improve gas quality by removing liquids.

- The Homa gathering and pressure boosting station, raising output from 9–10 mcm/d to 13–14 mcm/d.

 Challenges, achievements

Imani highlighted supply chain hurdles, particularly in importing equipment amid competitive pressures. "While domestic manufacturing has grown, delays can disrupt oil and gas production targets," he said.

The company exceeded its 1403 gas production targets by 5–6% in some months and boosted oil output. The Khosht oil field launched Nov. 15, 2024, with three wells (10,000 b/d), and a fourth well will soon come online. Dehloran’s output rose from 24,000 to 28,500 b/d after reopening two inactive wells and adding three new ones.

 Nowruz holidays in oil sector

"Operational work never stops," Imani said, noting that even during unplanned Tehran closures, managers remained on-site. "We held well productivity meetings with 30 colleagues during holidays. But I hope to spend a day or two with family."

He recalled efforts to accommodate remote workers’ families, including inviting them to operational camps during holidays. "Shift planning ensures colleagues can be with loved ones at critical moments, like the New Year," he added.
