According to the National Iranian Oil Company, Mohsen Khojastehmehr said at the meeting honoring Tallin Mansoorian, former director of investment and business of NIORC and introducing Fereydoun Kordzanganeh,: "I appreciate Ms. Mansoorian's efforts during her tenure and …I ask Mr. Kordzanganeh to strengthen the expert body and the investment department in that division."

The CEO of the National Iranian Oil Company stated: “Creating an investment and business management structure in the National Oil Company was a good step that was done in the past and as a necessity it should reach maximum effectiveness.”

Khojastehmehr stated that oil activities are both capitalist and income-generating, and that the profitability of activities is highly dependent on investment.
