Ebtekar is accompanying President Rouhani in his visit to Azerbaijan.
The MoU for mutual cooperation, dating back to 2004, aims to prevent different kinds of pollution in the Caspian Sea.
The two sides also stressed prevented pollution and destruction of Caspian Sea as a result of the exploration and exploitation activities.
