Khamkani said in a radio interview that root causes of the incident will be under investigation.
He said a point the working group will consider is why the incident containment took three days.
He added that the Group will also estimate damage caused by the catastrophe.
Fire broke out in Bu Ali Sina Petrochemical Company on July 6 and it was controlled until Thursday morning, it re-started again on Thursday but under control of the forces in the scene.
Petroleum Minister Bijan Zangeneh was on a visit to Mahshahr to oversee the firefighting operation at the scene.
The incident has inflicted severe damage on various parts including the process tower of the complex, naphtha storage tanks, pipelines and connections, as well as thousand barrels of naphtha as a scarce and strategic by-product of oil.
Covering an area of 36 hectares in the northwest of the Persian Gulf in Khuzestan province, Bou Ali Sina Petrochemical Plant is situated in Mahshahr Special Economic Zone.
The plant is owned by Iran's National Petrochemical Company (NPC) and produces 1.75 million ton per year of aromatics and by-products.
