NIOPDC: Agricultural fuel quotas calculated using three key indicators

SHANA (Tehran) – Fuel quotas for Iran’s agricultural machinery are calculated based on established indicators, the head of the National Iranian Oil Products Distribution Company said, noting that three main criteria are used in the allocation process: the reported cultivated area, the number of hours required for farming operations for each crop, and machinery fuel consumption coefficients.

Keramat Veiskarami said Tuesday during a meeting with members of the Parliament’s Agriculture, Water and Natural Resources Committee that fuel quotas for agricultural machinery are determined within the framework of the agricultural year, which runs from the beginning of October to the end of September of the following year.

He said the basis for determining the quotas is the cultivated area data provided by the Agriculture Ministry, broken down by province and crop type, and submitted to the NIOPDC.

Veiskarami noted that multiple meetings have been held in recent years between the company, the Agriculture Ministry and oversight bodies to coordinate the allocation process. Based on cultivated area, crop type, farming operations and machinery fuel consumption patterns, the required quota for each province is calculated and determined, he added.

The CEO said fuel quotas for agricultural machinery for the current agricultural year were set in accordance with directives on preventing and combating fuel smuggling, as well as studies conducted by the Fuel Consumption Optimization Organization. Annual provincial quotas have also been finalized, he said.

Veiskarami added that the quotas are registered in the SADAF system and made available to the agricultural sector. The allocations are distributed periodically to provinces and their consumption is continuously monitored.

He reiterated that the allocation process is based on three key indicators — reported cultivated area, required farming operation hours for each crop and machinery fuel consumption coefficients — through which provincial agricultural fuel demand is estimated and supplied.

Veiskarami emphasized that close cooperation exists between the NIOPDC and the Agriculture Ministry in the process. Information on cultivated areas, crop types and farming schedules is provided by the ministry to ensure fuel distribution is targeted and aligned with the agriculture sector’s actual needs.
