According to fvpresident.ir, the orders came as Iran faces wartime conditions. Aref held a series of intensive consultations with ministers, governor generals, heads of state organizations and officials of special government task forces. He also extended condolences over the martyrdom of the leader of the Islamic Revolution while calling for firm, intelligent and continuous governance during the crisis.
“The government in wartime is a government of uninterrupted service and immediate decision-making,” Aref said. “Today the country requires calm execution, decisive decisions and unity in action. No institution has the right to delay, duplicate responsibilities or send contradictory messages. Our responsibility is to safeguard people’s psychological security, livelihoods and dignity.”
He said the will of the Leader was sincere and selfless service to the nation, adding that loyalty in the current period of mourning must be demonstrated through precise, organized and uninterrupted work.
“The administration of the country will not stop even for a moment,” Aref said, adding that the government remains fully engaged in serving the public and managing national affairs.
Aref also said Iran would continue governing with “calm and authority,” warning that the country’s adversaries should understand that the Iranian people remain united and vigilant even under the most difficult circumstances.
He stressed that the government’s top priorities are maintaining public calm, ensuring access to essential goods, preserving critical infrastructure and strengthening administrative coordination. “There is no management vacuum,” he said, adding that decisions will be made quickly, accurately and responsibly.
Among the key directives issued by Aref:
Continuity of public services and infrastructure:
The ministries of energy, oil, roads and urban development, communications and interior were ordered to ensure the full stability of electricity, water, fuel, transportation, telecommunications and internet networks. Any disruption must be reported immediately and resolved as quickly as possible.
Market management and supply of essential goods:
The ministries of industry, agriculture and economy were instructed to closely monitor strategic reserves of essential commodities and ensure their distribution through organized supply networks. Authorities were ordered to take swift action against hoarding, price gouging or market disruption.
Protecting public morale and countering disinformation:
The Ministry of Culture and Islamic Guidance, the national broadcaster Islamic Republic of Iran Broadcasting and other communication bodies were tasked with providing accurate and timely information to prevent the spread of false reports and counter what officials described as enemy psychological operations.
Full readiness of health and emergency services:
The Health Ministry, the Iranian Red Crescent Society and the country’s crisis management organization were ordered to maintain full preparedness of medical, rescue and logistical capacities and submit daily readiness reports.
Support for vulnerable households:
The Plan and Budget Organization of Iran and the Ministry of Cooperatives, Labor and Social Welfare were instructed to explore measures to ensure that no family is left without livelihood support during wartime conditions.
Provincial coordination with national crisis management:
Provincial governors were directed to keep local crisis headquarters operating around the clock and submit regular operational reports to the central government.
Regular reporting and performance monitoring:
All ministers and task force officials were instructed to provide daily and weekly reports on their actions, challenges and needs, with policy decisions based on field assessments, data analysis and rapid response.
