In his decree, NIOC chief executive Hamid Bovard cited Kheilayi’s commitment, expertise and valuable experience as the basis for the appointment.

“Given your dedication, professional qualifications and valuable background, you are hereby appointed acting director of the Oil and Gas Production Oversight Department,” Bovard wrote. “Considering the importance of safe and reliable production in achieving NIOC’s organizational goals, I hope you will succeed in carrying out your duties with the support of the company’s management and staff.”
