Unfinished petchem projects to be finalized by late September

SHANA (Tehran) – The CEO of the National Petrochemical Company (NPC) stated that unfinished petrochemical projects must be reviewed, adding that lawmakers have set a deadline of late September 2025 to resolve their status.

Hassan Abbaszadeh said Saturday that developmental petrochemical projects will gradually begin production in the coming years, emphasizing that financing and investment for incomplete projects must be seriously addressed.

He noted that some projects, which have already received significant investment and show high physical progress, must be completed and cannot be halted.

For example, the Apadana Persian Gulf Methanol Unit is now 100% complete, with nearly $300 million invested. Another project, the Siraf Methanol Unit, carried over from the Fifth Development Plan, is about 40% complete. However, projects with minimal progress must be reassessed.

Abbaszadeh explained that lawmakers have given NPC until late September 2025 to finalize these projects, which are categorized into three groups: green, red and yellow.

- Green projects have made substantial progress and should be supported to reach operational status.

- Red projects include those that obtained permits only nominally to access state resources—such as land and facilities—without real investment intent. These are labeled red regardless of their feedstock (gas or liquid).

- Yellow projects require further study or must become more active before being classified as green or red.

Abbaszadeh noted that these projects are continuously reviewed in committee meetings with investors. Out of about 110 projects, nearly 48 are progressing and will receive support, while others may need reassessment.
