Minister of Science, Research, and Technology Hossein Simaei-Sarraf issued a decree appointing Bovard to the board of trustees of the Institute for International Energy Studies.

In the decree addressed to Hamid Bovard, the minister stated:

"In accordance with Note 6 of the law establishing the boards of trustees of universities and higher education and research institutions, and based on Note 2 of Article 6 of the charter of the Institute for International Energy Studies (affiliated with the Ministry of Oil), you are hereby appointed as a member of the board of trustees of the institute for a period of four years."
