Oil Ministry leads administrative reform drive

SHANA (Tehran) – The Oil Ministry is emerging as a frontrunner in Iran’s administrative transformation program, with officials saying the ministry is in a favorable position based on assessments by the Administrative and Employment Organization of Iran.

The 19th meeting of the Oil Ministry’s Administrative Transformation Steering Council was held Monday, Aug. 17, chaired by Sediqeh Khazaei, deputy oil minister for management development and human resources, and attended by ministry and related officials.

The meeting focused on a report on implementation of the ministry’s operational plan for administrative reform, as well as the review and approval of provincial components of the reform plan for the National Iranian Gas Company.

The council also reviewed and approved the Oil Ministry’s organizational culture values, a data-driven flagship project for the ministry’s headquarters, and the operational plan for data-driven governance and flagship projects at the National Iranian Oil Co., National Iranian Gas Co. and National Iranian Oil Refining and Distribution Company.

Ministry Expected to Be Named a Transformation Leader

Khazaei said that, based on evaluations conducted by the Administrative and Employment Organization of Iran, the Oil Ministry is in a favorable position in implementing the administrative reform program.

She said the ministry is expected to be recognized during Government Week as one of the leading organizations in advancing the national administrative transformation program.

The council also approved the provincial components of the administrative reform plan for the National Iranian Gas Co., allowing provincial gas companies to implement the designated objectives and submit performance reports.

Organizational Culture Values Approved

Khazaei said the meeting also approved the Oil Ministry’s specific organizational culture values, which were developed using expert input and scientific methods in the field of organizational culture.

The next step will be to develop behavioral standards tailored to different occupational groups. The standards will then be implemented across the oil industry to help institutionalize and assess organizational values.

Data Governance to Support Smart Government

Khazaei also highlighted the importance of data governance in advancing the smart government agenda.

She said the Oil Ministry’s data governance road map was developed and approved with input from its four major companies. The plan is intended to ensure that digital transformation initiatives are pursued through an integrated approach while improving productivity across administrative and operational areas.
