According to president.ir, Pezeshkian made the remarks Saturday during a meeting with the head and members of the newly established Organization for Energy Optimization and Strategic Management. He said no plan should be implemented in a way that harms people’s lives in those four areas.
Before any intervention, Pezeshkian said five questions must be answered: Where will the revenues generated from consumption optimization be pooled? How will those resources be allocated? How much will be directed to livelihoods, health, education and housing? What share will be used to carry out government programs? And what portion, through what mechanisms, will be allocated to the production sector?
He emphasized the need to plan the program within a neighborhood-based framework, calling for parallel efforts to strengthen community capacities and to designate a team responsible for improving coordination and synergy among sectors and between public and governmental stakeholders.
Breaking down challenges and coordinated implementation
Pezeshkian also underscored the importance of designing and implementing program components on a precise timeline with clear priorities. Another necessity, he said, is breaking challenges into smaller parts and implementing solutions in a coordinated manner based on those priorities.
He cited expanding small-scale solar power units for homes and production and service facilities as key to improving the program’s chances of success. Rooftop solar installations, he said, are more cost-effective than building large solar plants because they are technically simpler, do not require expansion of transmission networks or related costs, and reduce energy losses in distribution.
The president said it is essential to reach a shared perspective and common language across all sectors before implementation so that, once underway, the government, parliament and other bodies speak with one voice.
After the president outlined the reasons for establishing the organization and the importance of its mandate, participants agreed to finalize the main framework of the plan to address energy imbalances within a week and submit it to the president.
Members at the meeting also emphasized the need to simultaneously reform production, distribution and consumption methods while boosting efficiency and optimization. They stressed preventing any leakage of resources generated by optimization measures and dedicating them exclusively to related programs and to supporting the livelihoods of vulnerable groups.
