PGSOC: A benchmark for excellence in HSE within oil industry

SHANA (Tehran) – The HSE and Passive Defense Manager of the Star Refinery of the Persian Gulf Star Oil Company (PGSOC) stated that the refinery has established itself as an unparalleled and successful model in the oil industry through the implementation of innovative projects in the fields of Health, Safety, Environment (HSE), and passive defense.

Mehrdad Dehdari commented on this achievement, saying, "Based on evaluations conducted by the National Iranian Oil Refining and Distribution Company (NIORDC), the PGSOC has maintained its superiority over previous years, securing the top rank in health, safety, environment, and passive defense in the country by a significant margin compared to other facilities."

He emphasized that this accomplishment is the result of years of cultural development within the Star Refinery, adding, "This cultural development has been institutionalized since the pre-commissioning and commissioning phases through policy-making, formulation, and implementation of relevant strategies across all sectors of the facility. We have always believed that achieving high HSE and passive defense standards would elevate the Star Refinery to global standards."

Commitment to employee physical, mental health

Dehdari noted that with a self-reliant approach and reliance on domestic expertise, the refinery has consistently excelled in evaluations over the years, standing out among subsidiaries of the NIORDC.

He added, "The Star Refinery of the Persian Gulf has become a unique and successful model in the oil industry by implementing innovative projects in HSE and passive defense. By adopting cutting-edge technologies and providing continuous training to our employees, we have taken significant steps toward reducing risks and enhancing employee safety."

Dehdari further stated, "In the field of health, we are constantly striving to ensure the physical and mental well-being of our employees to sustain the safe production of the country’s fuel supply at the world’s largest gas condensate refinery. By applying protocols and creativity in passive defense, we have prioritized and implemented the highest level of protection for the facility, earning the top ranking from the Ministry of Oil, as recognized by Oil Minister Mohsen Paknejad."

Receiving certificate from the Global Energy Foundation

The HSE and Passive Defense Manager of the Star Refinery of the Persian Gulf highlighted that in the area of environmental protection, the refinery adheres to international standards in producing the country’s fuel products under the supervision of the Environmental Protection Organization. The refinery has received the Clean Product Certificate from the Global Energy Foundation and holds the title of the country’s Green Refinery.

In conclusion, Dehdari expressed gratitude to all employees of this massive refining facility for their collaboration in policy-making and developing methods to institutionalize this organizational culture. He said, "As long as all sectors of the facility follow these policies, we will remain at the forefront of HSE and passive defense in the country, experiencing safe and prosperous days."

The PGSOC, which accounts for nearly 40% of the country’s strategic gasoline production, is one of the vital infrastructures of the Islamic Republic of Iran.
