Parliament approves budget line for NIOC

SHANA (Tehran) – Lawmakers have approved creating a dedicated budget line for investment in approved projects of the National Iranian Oil Company (NIOC) and other exploration and production companies in the annual budget.

During the second open session on Sunday, Parliament members continued reviewing the Budget and Planning Committee’s report on the double-urgency bill on requirements and provisions for annual budget laws, which adds several articles to parts of the government’s financial regulations. After amendments, lawmakers passed Article 3 of the bill.

The revised Article 3 states:

“Barter credits and aggregate expenditure credits shall be recorded separately under independent budget lines according to the relevant tables, resources and expenditures. Barter resources consist of proceeds from the transfer of any assets that are projected in the fiscal year to meet government expenditures and legal commitments and are included as aggregate expenditures in the annual budget laws. These funds shall be spent after allocation by the Plan and Budget Organization.

The share of the National Iranian Oil Company and other exploration and production companies from barter resources shall be reflected in a dedicated budget line for investment in their approved projects. All foreign currency and rial payments, barter transactions and asset transfers carried out under approvals issued by legally authorized bodies outside the annual budget must be recorded in the Treasury’s accounts in accordance with Article 53 of the Constitution of the Islamic Republic of Iran.”
