According to the National Petrochemical Company, the text of the decree issued by Hassan Abbaszadeh reads:
“In line with Paragraph (b) of Article 107 of the Seventh Five-Year Development Plan of the Islamic Republic, and in view of your commitment, knowledge and valuable experience — as well as your effective role in advancing digital transformation and smart-technology initiatives — and given the need to establish an independent, cohesive and integrated structure to oversee these functions across the petrochemical sector, and considering recent organizational changes that created this new independent management unit, you are hereby appointed, while retaining your position as adviser to the deputy oil minister for digital innovation, artificial intelligence and emerging technologies, as acting director of the Information and Communications Technology Department of the National Petrochemical Company.
You are expected to work closely with experts, colleagues and other departments, and to give special attention to the following tasks:
Develop and seek approval for a unified vision, strategic plan and integrated system for innovation, data governance, artificial intelligence, digital transformation and cybersecurity, and propose modern solutions to organizational challenges in the petrochemical industry.
Restructure the new independent and agile department in line with assigned missions and legal obligations referenced above, and make the necessary personnel appointments.
Establish appropriate legal and organizational mechanisms to ensure cooperation with other departments, units and internal and external stakeholders, and define policy and supervisory relations with the Research and Technology Company and other affiliated entities to ensure alignment with companywide policies.
Review organizational processes and business models in line with the full scope of digital transformation across the National Petrochemical Company and the wider petrochemical industry, and submit the results to senior management for approval and implementation.
